Houses in multiple occupation (HMOs) can be lucrative income sources, but managing them can be complex – which is why some landlords choose HMO guaranteed rent schemes. Also known as rent to rent, this involves the taking responsibility for tenant finding and property management, while paying landlords a fixed rent amount for the agreement’s duration. Yes, this rent is paid even if the property is void or the tenants fall into rent arrears, giving landlords peace of mind.

Landlords renting out an East London HMO are in good company. As reported in The Negotiator, Tower Hamlets is one of the nation’s popular locations to rent out HMOs, with a 750% increase in licence applications between 2018 and 2024. But you also have to meet high standards to rent legally. As HMO regulation tighten under the Renters’ Rights Act 2025, more East London landlords are turning to guaranteed rent schemes to stay on top of compliance.
If you rent out an HMO in Bethnal Green, Whitechapel or Canary Wharf, read on to find out how guaranteed rent can work for East London landlords.
With guaranteed rent, the landlord leases their HMO to an agent, who pays a guaranteed monthly rent for the duration of the agreement regardless of occupancy or tenant arrears. The agent takes on responsibility for everything from finding tenants and collecting rent, to regulatory compliance and managing the property day-to-day. Wextons will be happy to discuss guaranteed rent arrangements for your London HMO in more detail.
Guaranteed rent for an HMO covers the higher compliance obligations and management requirements of renting out an HMO versus a standard residential let. Renting to several tenants offers multiple income streams and can add up to a higher rental income, but also equates to more time spent on tenant finding, managing the property, rent collection and so on. A higher number of occupants can lead to more wear and tear, meaning more repair requests.
When it comes to HMOs, the rules are tighter too. You’re likely to need a mandatory or additional HMO licence in Tower Hamlets and many other London boroughs. To stay within licensing terms and national rental laws, expect to meet higher fire safety conditions than a standard let, for example. The Renters’ Rights Act 2025, currently being phased in, is also raising the bar on how quickly landlords need to address potential health hazards.
Since HMO management can be more complex, it’s often sensible to choose a specialist HMO guaranteed rent scheme with an experienced agent. You can see some of the management differences between the two below – but this is not exhaustive. The fact is that guaranteed rent providers for HMOs specialise in assisting with far more compliance and maintenance duties than for a regular property.
| Standard Guaranteed Rent | HMO Guaranteed Rent |
|---|---|
| One tenancy agreement | Several tenants |
| Fewer working relationships to maintain | Multiple working relationships to manage |
| Variable turnover | Traditionally faster tenant turnover |
| Regular income | Typically higher income versus a standard let |
| Licensing in line with national and local rules | Stricter licensing requirements |
| Property maintenance | Higher property maintenance demands |
| EICR and gas safety certificates kept up-to-date | EICR and gas safety certificates kept up-to-date |
| Smoke and carbon monoxide alarm maintenance | Fire door, emergency lighting, smoke and carbon monoxide alarm maintenance |
| Fire safety assessment | Higher fire safety expectations including keeping escape routes clear during the tenancy |
Our step-by-step guide explains how HMO guaranteed rent works for London landlords.
The agent will assess the property and its HMO licensing status. In most wards within London Borough of Tower Hamlets and the London Borough of Hackney, there’s an additional licensing scheme for smaller HMOS in operation alongside mandatory licencing for larger lets. If you rent out a property locally then you need an HMO license to legally rent it out to tenants, and must be able to meet the criteria.
For example, room sizes must meet minimum dimensions. That means not every rental property will be suitable for use as an HMO, though it may make an idea single household let. The exact rules can vary between local authorities.
The landlord and agent agree the guaranteed monthly rent and lease term, typically 1–5 years. Once you settle on the length and conditions of the agreement, you can plan ahead with steady rental income for the duration, without the stress of hands-on property management. Your agent will carry out tenant sourcing on your behalf. The property management team at Wextons will always carefully vet tenants through our private tenant matching process. We put an emphasis on finding professional tenants to rent out your property.
The landlord receives a fixed rent payment from the agent every month, whether rooms are occupied or not, even if the tenant falls into rental arrears. This means the landlord can count on a reliable cash flow for the duration of the agreement. Every agent will set their own terms, but landlords who choose Wextons could benefit from 3 months’ rent in advance.
With HMO guaranteed rent up and running, the agent continues to manage compliance issues, maintenance and repairs, rent collection. A relief for many landlords, the agent will also deal with eviction processes for the lease’s duration, should the situation arise.
When your HMO guaranteed rent term ends, the property is handed back to the landlord in great condition. That’s the standard expectation, and it’s certainly our policy here at Wextons.

While it any property rental decision has its pros and cons, the potential benefits of HMO guaranteed rent include:
The Renters’ Rights Act 2025 came into force from 1 May 2026, abolishing Section 21 ‘no fault’ evictions and moving all tenancies onto a periodic contract. This means that landlords are now reliant on Section 8 grounds for possession. While the Act does not directly change HMO licensing rules, HMO landlords face increased complexity around eviction processes and a higher mandatory rent arrears threshold. Traditionally two months, landlords must now wait until three months of rent are unpaid for monthly tenancies. A guaranteed rent scheme shifts the burden of rent collection and the eviction process onto the agent.
However, there’s also the regulatory aspect to consider. The Renters’ Rights Act tightens up legislation around property standards and landlord responsibilities. Under HMO guaranteed rent, the agent takes on responsibility for compliance, giving landlords added protection from the new private rental rules.
In our experience, some London landlords may particularly benefit from HMO guaranteed rent. Of course, every landlord and their property portfolio is unique, so always seek expert advice before making a decision.
